Meeting Procedures

The Board of Directors normally meets the third Wednesday of every month, subject to change by the Board in advance.  The Annual Meeting of the Tax District is normally held on a date in late May, usually a Saturday, as the Board determines in advance.

Subject to applicable State law and the CSTD Charter, to promote the orderly conduct of all meetings of the Board of Directors and of the Tax District, all such meetings are conducted in accordance with Robert’s Rules Of Order, as such Rules may be applied, supplemented or modified by the presiding officer of such meeting.

In advance of every Board meeting, the Board posts an Agenda listing the Items scheduled to be discussed or acted on. The Board is very interested in the views of all residents, and all residents are encouraged to attend Board meetings where they will have an opportunity to express their views during the Public Comment periods.

In order to ensure that all residents have an opportunity to express their views, while also being respectful of the time of those residents who attend the meetings, as well as ensuring the Board is able to consider all Agenda items in an efficient and orderly manner, the guidelines below apply. Other than as may be waived or modified by the presiding officer at a Board of Directors or Tax District meeting, the following procedures apply to Public Comment Periods and Hearings.

Public Comment Periods

The First Public Comment Period lasts 30 minutes, and the Second Comment Period lasts 15 minutes, subject in each case to extension on a case by case basis at the presiding officer’s discretion.

Each speaker will have 3 minutes, subject to extension on a case by case basis at the presiding officer’s discretion. The Secretary will advise each speaker when their time has elapsed.

If after all speakers have had an opportunity to speak there is still time left in the Comment Period, a previous speaker can speak again for 3 minutes.

The Public Comment Periods are for the purpose of residents expressing their views. They are not the time for a question and answer session nor a time for debate or a Hearing (see below process for Hearings). Except as otherwise set forth below, speakers should not expect Directors to reply or engage in discussion during Public Comment Periods.

The Board will take note of all issues and comments raised during Public Comment and will take them under advisement. The Board may determine to take up and discuss any issue or question raised during Public Comment during the present Board Meeting, or during a future Board Meeting.

In addition, at the discretion of the presiding officer, and provided no Director objects, the presiding officer may (or may ask another Director to) respond to or ask questions of a speaker during Public Comment.

Hearings

Any resident who receives a Notice of Violation or a Fine relating to violation of a CSTD Ordinance may request a Hearing before the Board to challenge such Notice or Fine. A Hearing:

Must be requested by email notice to the Office Manager before the expiration or due date of such Notice or Fine, and at least five days prior to a Board Meeting so that it can be placed on the Agenda.

Must be accompanied with a brief explanation along with any documents or other evidence the resident wishes the Board to consider.

Will be held at the Board meeting following such request. At the Hearing, in addition to the written explanation, the resident shall initially have up to 10 minutes to explain why they are challenging the Notice or Fine. If the presiding officer determines that additional time is needed for questions, etc, the Hearing may be extended.

After the Hearing, the Board may issue a determination, or the Board may adjourn the Hearing to the following Board meeting at which time the Board will issue a determination.
